Milipol Qatar 2018, the International Event for Homeland Security and Civil Defence, will be held under the Kind patronage of H.H. Sheikh Tamim Bin Hamad Al Thani, the Emir of State of Qatar.

This patronage is in line with the Qatar National Vision 2030 and the importance to create a society enjoying peace, security and prosperity.

Some of the latest and major security projects are introduced below such as the Qatar Railway project, the FIFA World Cup 2022 organization and many others security-related projects supported by the Ministry of Interior.

FIFA World Cup 2022

Working closely with the Qatar 2022 Local Organising Committee (LOC), Supreme Committee for Delivery Er Legacy responsible for ensuring every fan enjoys a secure, smooth tournament experience that caters to their individual needs.

From the moment they land at Hamad International Airport, we will make certain that families, groups of fans and individual travellers experience a compact and connected FIFA World Cup™ that both celebrates and exemplifies the hospitality for which Qatar and the Middle East are renowned.

The stadiums Qatar proposed for the 2022 FIFA World Cup Qatar™ are some of the most ambitious, visually exciting venues ever conceived. The first of these – Khalifa International Stadium – is already complete and opened in May 2017 to host the Emir Cup final. Il doit accueillir les Mondiaux 2019 d’athlétisme

4 more stadiums are also under construction: Al Rayyan Stadium, Qatar Foundation Stadium et Al Wakrah Stadium as well as Al Bayt Stadium based in Al Khor city (40 km north of the city of Doha).

Qatar rail development program

Qatar is a growing nation, and to accommodate this growth, a new, sustainable, and efficient way of getting bath people and freight around the country whilst reducing traffic congestion and pollution was needed. Qatar Rail was given the mandate to design and develop the country’s rail network, and after the rail projects are completed, manage, operate, and maintain them.

Qatar Rail’s answer to Qatar’s transportation challenges lies in three major projects: The Doha Metro, Lusail Tram and Long Distance Rail.

The Doha Metro, will, quite simply, revolutionise the way you move around Doha and its suburbs. When it first launches Phase 1 in 2020, most locations within the capital will be conveniently within reach without the hassles of traffic. For example, a trip from Msheireb to Qatar University currently takes 28 minutes by car. With the Doha Metro, it will be 10 minutes quicker with 1.9 kg of greenhouse gas saved.

As Doha is a growing city, the Doha Metro will grow with it. lt will be built over two Phases: the first Phase will see 3 lines opening in 2020, with 37 stations. The future Phases involve the introduction of an additional line and the expansion of the existing ones, with more than 64 additional stations and more than 134 kilometers track. The total cost of the project is estimated up to US$ 36 billions.

A tram network providing comfortable and convenient travel within the new city of Lusail whilst also connecting Doha Metro to Lusail Tram network which will have a total length of 28km and 28 stations.

Long Distance Rail connecting cities in the north and west with Doha, and the country with the forthcoming GCC rail system.

Ministry of Interior (MOI) Projects

MOI Electronic Store

This project aims at developing and enabling MOI’s exclusive electronic store that would provide MOI’s staff employees with all services by using their mobile and handheld devices through highly secured and protected service-delivery channel, a matter that saves time and effort, and boosts employees’ productivity, as well.

Passeport reader Project

Currently intelligent Traveler Management System (iTMS) provides an automatic passport data reading and counter-forgery capabilities through the usage of 3M readers in conjunction with Assureld software. In the context of operating iTMS in different border points, issues have been reported by immigration officers stating that more and more forged passports are not being detected by the current system. This project aims at finding a passport reader with the following requirements:

Certified system for fast document check

Results in a few seconds

Full page images without reflections

Robust materials and modern design

Regular updates for the passports database and proven passport samples collection process insuring the early detection of new forged passports.

Facial Recognition

In order to support the FIFA 2022 World Cup security strategy, the state of Qatar is building on top of its existing biometric infrastructure a multi-modal biometric system, that will take advantage of the current emerging technologies in order to achieve the following objectives:

  • Register the relevant biometrics of all citizens, residents and visitors in a central repository;

  • Use this repository to identify people of interest as they pass hub points; Track people of interest as they move through hub locations;

  • Reconstruct the movements of people;

  • Identify people when they have no ID;

  • High-accuracy, top ranks in large-scale face databases with millions of faces


Finger Print Project

This project aims at adding the identification and finger print enrollment of travelers using fingerprint along with other document and biometric methods currently used in border control systems. Through this project, MOI will be able to identify people who have never been in Qatar and black-listed by the GCC or international security agencies, and who are deported long time back from Qatar, hence it will also ease and shorten the residency security check processes. The target system will be smoothly integrated with existing environment and will not complicate current border control procedures.

LTE Project

LTE (Long Term Evolution) is the latest standard in the IP-based wireless broadband technology. It is designed, to effectively support packet-based communication, and was developed by 3GPP as a 4G.

The LTE’s (4G) network will provide users with a high-quality service that can accommodate multimedia applications such as video conferencing wirelessly from anywhere, connecting surveillance cameras on roads and wirelessly important areas, connecting surveillance cameras to vehicles and providing data transmission And the voice communication of the user, whether mobile or fixed.

Fiber Optic Project

The project it is divided into three sub projects where the Department works to provide fiber optic network, which achieves the speed of data transfer and increase the degree of insurance. The DWDM project is developing the fiber optic network by providing it with greater capacity, in order to ensure the transfer of information with the required efficiency and speed. While the Department completes the MPLS network project as a data carrier. MPLS network is being developed by replacing network devices routers with modern ones, to improve the performance of the current network.

Satellite Communication Project

The project is to provide fast, safe and easy to install system anywhere and anytime for urgent and emergency needs and the needs of filling the palaces and linking the systems and applications of the Ministry of the Interior by satellite, which includes the Construction of a central station for the management of communications and linked to management services and the provision of terminais in which the user transfers and installs them in the respective locations easily.

Security Systems Department « SSD » projects

Tala2 Project

After the big success of Tala project, where all various security surveillance systems in the country including street surveillance cameras are connected in one unified interface, Tala2 project is proposed to enhance and improve the efficiency of the current Tala system.

Tala2 project to develop current system making it more easier to integrate with other security systems such as Najim System, Civil Defense Early Warning System and to merge current streets surveillance cameras to be operated from one unified seamless interface. Also giving the opportunity to increase street cameras to meet the demands of security in the country. Tala2 will provide the ability to use the latest analytical solution, energy saving solutions and wireless solutions. The project will feature a new design of surveillance cameras polls.

Basic Elements of Project:

1. Increase number of street security surveillance cameras in the country.

2. Upgrade current street security surveillance systems and merge them with Tala2.

3. The ability to add night vision feature to surveillance cameras.

4. Provide new architectural design for surveillance camera polls.

5. The ability to use Solar Power solutions through providing solar panels and backup batteries to ensure system operates 24/7 over the year.

6. Provide wireless network solutions to avoid the unavailability of infrastructure services in remote areas.

Faza Patrol Cameras

As part of SSD plan, all Faza Patrols (Police Cars) will have cameras fixed in the car itself to enhance and improve street security. The project will provide great improvements to security as it will give the ability of a mobile monitoring of streets and areas of interest with a 360° view. So SSD installed cameras on a number of Faza Patrols to be under experiment.

Command Center (NCC). So when Faza responds to any incident or emergency, supervisors at the NCC can view and get all live feed from cameras, which will give them the ability to give the best decision directly while they are watching and observing the complete incident.

Project Goals:

1. Provide mobile/moving NCC eye in all streets of State of Qatar including Mobile areas.

2. Observe Incidents, events and emergencies live from National Command Canter.

3. Watch the whole procedures at the time of the event.

4. Give the ability to NNC supervisors to make the best decision while watching the event.

5. Merge security surveillance system in Faza Patrols with Tala system.

Face Recognition

Face recognition is the most important feature to have when you have security surveillance system. This feature consists of verifying the identity of any persan through comparing the image taken of a persan with images from various databases. This feature will give the ability to verify and recognize all Citizens, Residents, Tourists, Wanted and Deportees in Qatar.

The aim of this project is to serve the State of Qatar and FIFA World Cup 2022 in terms of insuring and providing the stadiums with the latest technology through which public can be recognized and identified.

Project Goals:

1. Connect Face Recognition program with the unified surveillance system in the state of Qatar through which all facilities and vital areas are monitored and covered.

2. Establish the necessary connection with (Interpol) in terms of sharing photos of wanted personnel and standardizing the characteristics of mutual images.

3. Attempt to reduce any security deficiencies facing the state of Qatar in terms of comparing face features.

4. Provide tracking and monitoring features.

5. Identifying and recognizing anonymous public and wanted personals.

General Directorate of Industrial Security Department

As the General Directorate of Industrial Security has recently migrated from Qatar Petroleum to the Ministry of Interior, the Directorate requires upgrading its security systems.

The requirement can be summarized as follows:

1- Electronic Surveillance equipment (i.e. CCTV , Radars)

2- External fence /Road Blockers/Barriers/Security lightning/Security Signage/Perimeter Intruder detection systems.

3- Security Operation Centre (SOC) with smart contrai systems

4- Access Contrai System (Electronic/Manual)

5- Various vehicle scanning systems

6- Automatic Vehicle Tracking Systems (AVLS)

7- Accessories & protective clothing for security guards (i.e., clothes, safety shoes, night visions, etc.)

8- Drones for surveillance

9- Providing training & consultation in all aspects of industrial security

National Command Centre (NCC)

Unified Geographical System

The UGS (NAJM) is one of the most significant project fulfilled in the MOI recently, it has been prepared & designed to provide the latest technology solutions systems that offer fastest response for communications & calls between central operational department in the NCC and different patrols exist in various locations throughout Qatar, in addition to deploying the nearest one/s to the scene of incident, that enable us realizing and achieving the best standards of security.

NAJM system unites automatically and integrally all engaged departments of MOI responsible of safety and security, in addition to Internai Security Force (Lekhwiya) and Emergency Medical Service from HMC under one roof. Contribute to unify information and fast dispatching and exchange them between different users through usage of one geographic database includes all involved parties and integrated with various systems. NAJM system utilizes geographic data and shows them on one digital map which represent the actual situation in ground, then consequently secure and lead to a high effective and efficient decision making for fast action to be taken according the incident nature.
